Clancy J. Philippe has a background of more than 25 years international local government experience, having very successfully occupied positions from the most junior to the most senior in the industry.
He has qualified as a municipal engineer in England, Mauritius and Australia, holding senior positions in municipal engineering and management in all three countries. Lately, he was also heavily involved in technology transfer for Local Government through his late position as Manager, Local Roads and Transport Services at ARRB Transport Research in Melbourne, Australia.
He started his career as engineer with the Highways Department of the Essex County Council, England in 1970, followed by appointments as Executive Engineer, Ministry of Works in Mauritius, Town Engineer of the Municipality of Curepipe in Mauritius, Design Engineer of the Mildura Shire Council in Victoria (Australia), Shire Engineer of the Rosedale Shire Council in Victoria (Australia), District Engineer of the Rosedale District (Wellington Shire Council) in Victoria (Australia), Manager, Local Roads and Transport Services at ARRB Transport Research in Melbourne, Australia and Managing Director of Clancy J. Philippe and Associates Pty Ltd (Consulting Municipal and Civil Engineers).
His expertise is in municipal engineering with a focus on road asset management, pavement condition monitoring and the development and promotion of best practices for Local Government authorities. He has a continued interest in modern technologies, eg. the Internet, and their application to the engineering profession and the development of best practices in the delivery of municipal services.
